The Beacon of Hope-University of New Orleans Community Recovery Project (BUCRP) was borne to organize, support and document the creation of a Beacon GIS that allows flexibility in data collection, maintenance, mapping and analysis across multiple platforms using a variety of public and private data sources.
An important aspect of this is the ability for residents and other community based organizations to learn how to create and maintain the data with, or without, direct assistance from Beacon staff. There will be additional online documents to support the training and site maintenance.
The BUCRP follows many of the ‘public participation GIS’ (PPGIS) standards:
*Provide access to data and basic GIS functions via a GIS interface to a broad and diverse array of community users.
*Users can find existing public information, owner, or building violations. This will allow the community to have ready and ‘one spot’ access to recovery data.
*Will provide limited data availability at local scale, identifies privacy issues, overcomes limited understanding, provides analysis at one scale.
*Compares neighborhood scale data to city scale data.
*Community users can incorporate their own information (local knowledge, information, data) via the GIS interface on the WWW as part of an ‘open database.’
*Allows a 'master user' - the community planner or data manager- to change the GIS database via the WWW. Customizes site functionality and allows users to not have to purchase or use GIS software.
